This was the second meeting within a month, and the third in the past year, that the General Secretary held directly with the Ministry of Foreign Affairs—demonstrating the Party and State leadership’s strong attention to and emphasis on foreign affairs.
Acting Foreign Minister Le Hoai Trung emphasized that while peace, cooperation, and development remain dominant trends, the world is undergoing rapid, complex, and unpredictable changes with multidimensional impacts on Vietnam’s security and development environment. He stressed that the foremost task of Vietnam’s diplomacy moving forward is to help safeguard a peaceful and stable environment, enabling the successful implementation of the 13th National Party Congress Resolution and paving the way for the nation’s long-term development goals.
Defense Minister Phan Van Giang noted that despite recent global complexities, Vietnam has managed to enhance political trust with partners, ensure national defense and security, and expand and deepen international defense relations.
Minister of Public Security Luong Tam Quang highlighted the need to further strengthen both defense diplomacy and public security diplomacy while advancing international integration in these fields, in line with the orientations set out in Politburo Resolution 59.

Deputy Prime Minister Bui Thanh Son stressed the importance of fulfilling commitments with international partners. He called for promoting multilateral diplomacy, particularly through strategic forums such as ASEAN and Mekong subregional cooperation, as well as mobilizing sufficient resources and developing a team of experts to meet the demands of foreign policy and global integration.
In his concluding remarks, General Secretary To Lam highly appreciated the in-depth and constructive contributions from the leaders of the ministries. He reaffirmed the Party’s consistent stance that foreign affairs and international integration are “key and regular tasks,” underpinned by the close coordination of the three pillars: defense, security, and diplomacy.
He directed the Ministry of Foreign Affairs to continue closely monitoring global developments, improve the quality of research and strategic advisory work for the Party and State, and work in close coordination with other ministries, agencies, and localities to effectively implement foreign policy.
The General Secretary underscored the leading role of diplomacy in creating a peaceful and stable environment, leveraging external resources for national development, and working toward the 2030 and 2045 development goals.
He expressed confidence that Vietnam’s diplomacy will continue to expand development opportunities, elevate the country’s global standing, and contribute significantly to realizing the Party’s two centennial goals—building a strong, prosperous, and sustainable Vietnam.
