Lieutenant Colonel Nguyễn Thị Thanh Nga, Deputy Head of the Traffic Police Division, explained that in some cases, individuals who have completed renewal or passed new driving tests have not yet received the physical license card due to a shortage of blank materials. In such situations, the Traffic Police Department has issued guidance for officers nationwide to verify information through the driver’s license management database or the VNeID system.
Accordingly, drivers may present their appointment receipt, a copy of the receipt, or their old license for verification. Violations such as temporary confiscation, suspension, or point deductions are now recorded electronically.
“As long as the driver’s license number is available and the data has been updated in the national system, the individual is considered legally eligible to drive, even if the information has not yet appeared on VNeID,” Lieutenant Colonel Nga emphasized.
At the same event, police officials also addressed questions regarding judicial records. Lieutenant Colonel Đỗ Văn Khanh, Deputy Head of the Records Division, stressed that under the 2009 Law on Judicial Records, the processing time for issuing a criminal record certificate is no more than 10 days after receiving valid documents. This period may extend to 15 days if verification across multiple locations or foreign residency is required. In urgent cases, issuance must be completed within 24 hours.
He further clarified the distinction between two types of records: Form No. 1 only lists unexpunged convictions, while Form No. 2 provides a full record of both expunged and unexpunged convictions, including charges, penalties, additional sanctions, and civil obligations.
