How to change a yellow license plate to a white one after stopping business use

According to Clause 3, Article 18 of Circular 79/2024/TT-BCA dated November 15, 2024, issued by the Ministry of Public Security, cars that were registered with yellow plates (black letters and numbers) for commercial transport can be changed to white plates (black letters and numbers) when they are no longer used for business.

Required documents (Article 19, Circular 79/2024/TT-BCA)

• Vehicle registration application form.

• Owner’s identification papers as prescribed in Article 10 of the Circular.

• Vehicle registration certificate (if changing registration) or the current license plate (if only changing plates).

• Additional documents depending on the case:

  • If the vehicle has been modified with a new engine or chassis: proof of origin, proof of paid registration fee, transfer documents, and certificate of technical safety and environmental protection.

  • If only the engine assembly has been replaced: confirmation of registration and plate withdrawal of the old engine vehicle.

  • If vehicle type has been changed after modification: certificate of technical safety and environmental protection.

  • If changing from yellow to white plates: official document on revocation of the transport business license or revocation of badges/decals.

  • If the owner has moved to another locality outside the jurisdiction of the current registration office: vehicle record confirmation form (Form ĐKX14).

Procedure (Article 20, Circular 79/2024/TT-BCA)

• The owner can apply online (partially through the public service portal) or in person at the vehicle registration office. They must submit the registration application, required documents, and pay the prescribed fee. Vehicles with modified paint color or structure must be brought in for inspection.

• Once the documents are verified as valid, the registration office issues the new registration certificate and license plates. Results can be received at the office or by postal service.

• Vehicles with 3-digit or 4-digit plates will be reissued with standard identification plates. Changing from yellow to white (or vice versa) results in either a new identification plate (if not yet assigned) or a reissued one (if already assigned).

• If changing registration due to relocation to another province or city: the owner must first request a vehicle record confirmation from the original registration office, then submit it with the new application to the office at their new residence.

In short, vehicles with yellow plates that are no longer used for business are allowed to switch to white plates. Owners must prepare the required documents, provide proof of termination of transport business, and submit the application either online or directly at the registration office.
