According to the Federation, it received a petition on August 26, 2025, from lawyer Phong, requesting guidance on behalf of Mr. Thai Son Linh, a visually impaired individual aspiring to become a lawyer. After reviewing the relevant legal framework, the Federation affirmed that there are no legal provisions prohibiting visually impaired persons from becoming lawyers, provided they meet all criteria set under the Law on Lawyers and Circular 10/2021/TT-BTP.
To be eligible for legal practice training, applicants must:
Be Vietnamese citizens with good moral character.
Hold a bachelor’s or master’s degree in law.
Successfully complete a lawyer training program.
Following the training period, candidates may sit for the professional assessment. In special cases, such as Mr. Linh’s, where written examinations are not feasible, the candidate may petition the Examination Council for support measures to ensure the right to sit the exam. Passing the assessment, obtaining a law practice certificate, and joining a Bar Association are required steps before the Federation issues a lawyer’s license.
The Federation’s response is therefore a clear affirmation of professional equality, ensuring that persons with disabilities, including those with visual impairments, can pursue a legal career as long as they satisfy all professional and statutory requirements.
