For naturalization, applicants must personally submit documents at the Department of Justice or a Vietnamese diplomatic mission where they reside, except in cases involving minors, individuals with limited legal capacity, or those with cognitive difficulties, where legal representatives may act on their behalf.
If applicants live in a country without a Vietnamese diplomatic mission, they may file at the nearest concurrent or convenient representative office.
The law allows submission of certified copies, electronic versions, or documents integrated into the VNeID app. Applications sent by post must include notarized or certified copies, and forms such as declarations must bear verified signatures.
For renunciation cases, authorities will classify applications into those exempt from personal background verification and those requiring it. Depending on the category, supporting documents for acquiring foreign nationality must remain valid for at least 120–150 days from the date of acceptance.
Besides traditional procedures, applications can now be processed electronically via the National Public Service Portal. Applicants log in, fill out digital forms, attach electronic documents or scanned copies, and pay fees online. Upon submission, they receive a tracking code to monitor progress or update files when requested.
Results can be received through multiple channels:
Electronic documents via email or personal data storage.
Secure data transfer to a digital device.
Physical documents delivered by post (with delivery fees).
Paper copies collected directly at the processing agency.
Departments of Justice and Vietnamese representative missions will handle nationality applications electronically in line with the level of online public service implementation.
