The product builds on Prime Minister Phạm Minh Chính’s vision, expressed at the 2025 International Conference on Artificial Intelligence and Semiconductors, that all citizens should benefit from AI technology. By integrating trusted legal data sources, the AI Citizen Assistant can instantly respond to queries on a wide range of topics—from land ownership, licensing, and marriage registration to inheritance and business operations.
Available through Zalo’s Discovery tab, the tool serves more than 78 million monthly active users, making legal and administrative guidance more accessible across age groups and regions. Unlike generic AI chatbots, this assistant is built on a Vietnamese-developed Large Language Model (LLM), trained from scratch by Zalo’s AI engineers. This allows for highly accurate, natural interactions in Vietnamese—an edge that imported models often lack.
Positioned as a “Made in Vietnam” innovation, the Citizen Assistant is part of Zalo’s broader ecosystem of digital services that already reach tens of millions of people. Its launch reflects the company’s commitment to creating practical, user-focused AI solutions rather than experimental tools.
The initiative also aligns with national policies promoting digital transformation, science, and innovation, as outlined in Resolution 57-NQ/TW and Decree 147/2024/NĐ-CP. By deploying this AI service, Zalo underscores its role as a pioneer in Vietnam’s digital economy, offering a concrete step toward a more transparent, efficient, and citizen-friendly governance model.
