According to the new instructions, traffic police may only stop vehicles under specific circumstances:
Use of recording devices: Officers must wear body cameras or arrange video equipment to record the entire inspection and handling process. All data must be stored in accordance with regulations.
Upon receiving reports of violations: When complaints or information are sent to the hotlines or directly to unit leaders.
During planned or thematic inspections: Such as nationwide traffic checks, campaigns against overloading, overcrowding, alcohol and drug violations.
Based on reports from organizations or individuals: When there are denunciations or information about crimes or other traffic violations.
Traffic police assigned to direct vehicles at intersections are only responsible for guiding and ensuring smooth traffic flow. They are not allowed to stop vehicles for inspection or to handle violations during peak hours.
Outside peak hours, these units will patrol along routes, record violations, and apply “indirect fines” through video evidence. In areas with complex traffic violations, additional units may be deployed for direct enforcement.
The Traffic Police Department and local units will make these new rules public, including when officers are allowed to stop vehicles, how forces are deployed, and how camera monitoring is used. Highways will be the first places where the new measures are applied.
From early 2026, any violation in road, railway, or inland waterway traffic must be supported by image or electronic evidence before fines or penalties can be imposed, unless the violation is directly detected by technical equipment or cameras.
