Responding to Typhoon No. 10: Evacuation must finish before 5 PM, Sept 28

Rapid intensification and severe risks

According to the Ministry of Natural Resources and Environment, Typhoon No. 10 is currently over the central East Sea with wind speeds of level 11–12, gusting to level 15, moving unusually fast at 35–40 km/h, nearly double the normal pace. Forecasts show that when the storm approaches 200 km off Da Nang on the morning of September 28, it may peak at level 13–14, gusting 15–16; when making landfall, winds may still sustain level 11–12, coastal areas level 12–13.

With high sea surface temperatures (29°C), strong southwest monsoon moisture, and a wide circulation, the storm is expected to strengthen further without weakening before landfall. The timing may coincide with high tide, causing storm surges of 1–2 meters from Binh Dinh to Ha Tinh, higher in Thanh Hoa–Nghe An. Offshore waves may reach 5–7 meters.

From September 28 to 30, heavy rainfall will spread nationwide, with totals of 100–300 mm, rising to 400 mm in Thanh Hoa–Ha Tinh and locally up to 600 mm, creating extreme risks of flooding, flash floods, and landslides.

Ban on fishing and urgent evacuation

Deputy Minister Nguyen Hoang Hiep ordered all provinces to ban fishing activities from noon, September 27. Onshore, evacuation of residents from dangerous zones must be completed before 5 PM, September 28.

Deputy Prime Minister Ha directed:

• By noon, September 27: full control of vessels at sea.

• By 5 PM the same day: suspend all maritime operations.

• The Ministry and localities must identify high-risk coastal areas, weak dikes, and flood-prone zones to carry out timely evacuation.

“Four on-site” principle and reservoir safety

The Deputy Prime Minister instructed the Ministry of Industry and Trade and the Ministry of Natural Resources and Environment to strictly inspect hydropower and irrigation reservoirs, with clear accountability. Emergencies such as full reservoirs must not be handled reactively.

Localities must prepare the “four on-site” approach: command, manpower, logistics, and supplies, especially in mountainous and remote areas. Food, water, medicine, and communications must be stockpiled in advance.

Accurate forecasts and timely communication are critical. Information must reach fishermen and residents in vulnerable areas through media, text messages, and defense-security networks to ensure readiness without panic.

Direct inspections at hotspots

Inspection teams of the National Civil Defense Steering Committee will be dispatched to key provinces to supervise and accelerate response measures. Deputy Prime Minister Ha stressed that every task must be tied to clear responsibility at all levels and sectors.

“Absolute preparedness and early prevention are mandatory in dealing with Typhoon No. 10,” he concluded.
