Free basic hospital fees for all citizens by 2030

On September 9, Party General Secretary Tô Lâm signed Resolution 72 on behalf of the Politburo, setting breakthrough measures to improve public health. One of the core targets is that by 2030, citizens will be exempt from basic hospital fees within the scope of health insurance coverage.

Free annual health check-ups from 2026

Starting in 2026, every citizen will receive at least one free annual health check-up or screening, along with a digital health record to track medical information throughout life. This is aimed at gradually reducing out-of-pocket medical costs. The resolution also sets a goal of achieving over 95% health insurance coverage by 2026 and universal health insurance by 2030.

Investment in grassroots healthcare

All commune-level health stations will be upgraded with facilities, equipment, and staff, with at least 4–5 doctors at each station by 2027. Every year, at least 1,000 doctors will be rotated to local health stations to ensure adequate services. These facilities will be equipped with essential medical devices and are expected to raise the share of health insurance-based treatments at the commune level to over 20%.

Special incentives for healthcare workers

Doctors, pharmacists, and preventive medicine staff will be classified from salary grade 2 and receive preferential allowances of at least 70% when working at grassroots and preventive healthcare units. For those working in disadvantaged, mountainous, border, and island areas, or in high-risk specialties such as emergency care and forensic medicine, allowances will reach 100%.

Prioritizing vulnerable groups

Hospital fee exemptions will be rolled out gradually, starting with low-income citizens, disadvantaged groups, and social policy beneficiaries. The Health Insurance Fund will also allocate more for disease prevention, early diagnosis, and chronic disease management to reduce long-term treatment costs.

Modern healthcare and international cooperation

By 2045, the resolution aims for Vietnam’s life expectancy to surpass 80 years, with over 71 years of healthy living. The country will establish high-level medical centers meeting regional standards, develop medical tourism, and attract private investment in healthcare. Domestic health facilities will be exempt from land use fees, enjoy land rent reductions, and be exempt from corporate income tax if operating on a non-profit basis.
