Guidelines for foreign nationals to register VNeID level 2 in HCM

According to the HCMC Police, VNeID level 2 offers several key benefits:

• Faster online public service procedures with less paperwork.

• Enhanced safety, transparency, and protection of legal rights.

• Access to digital utilities such as storing residence cards, banking transactions, rental registration, and public services.

Eligible applicants: Foreign nationals legally residing in Vietnam with valid temporary or permanent residence cards.

Required documents:

• Passport or valid international travel document.

• Application form for an e-ID account (Form TK01).

• Active mobile number registered in Vietnam.

• Personal email address.

Where to apply:

• Immigration Department – Ministry of Public Security.

• Provincial Immigration Offices under local police departments.

Application hours: Business hours from Monday to Friday (excluding public holidays).

Processing time:

• Up to 3 working days if facial image and fingerprint data already exist in the national immigration database.

• Up to 7 working days if biometric data have not yet been recorded.

Notification of results will be sent via the VNeID mobile app, SMS to the registered phone number, or email.
