Flexible Payment Methods

To ensure convenience, authorities have provided two main methods of distribution:

• Transfer via VNeID: For those who have registered a level-2 digital identity account linked with a bank account or e-wallet. This option allows people to receive funds quickly and securely without leaving home.

• Direct payment through local authorities: Designed for those who cannot or have not registered a VNeID level-2 account, especially children. In this case, parents or legal guardians may collect the allowance on their behalf.

Payment Deadline

Authorities aim to complete the distribution from August 31 to September 1, 2025, aligning with National Day celebrations. In special cases, payments must be finalized no later than September 15, 2025.

How Children Receive the Gift

For households, the allowance is distributed according to the family registry. The head of household or an authorized representative collects the payment. For children, parents or legal guardians are responsible for receiving the funds. When collecting in person, documents such as the child’s birth certificate or an authorization letter may be required for verification.

No Requirement for Bank Accounts

Importantly, a bank account or VNeID level-2 account is not mandatory to receive the allowance. Families without bank accounts will still be covered, as local authorities will arrange direct payments to ensure that every citizen—including children—receives the support.
